What happens if my document has an odd number of pages?

The final page will occupy the left slot of the last sheet, leaving the right slot neatly empty.

Are pages scaled down to fit on one sheet?

Yes. Each source page is scaled proportionally to fit neatly into its half of the sheet with clean margins.
